Notes:
Currently we have included VAT on all phases, we are investigating the possibility that we can claim exemption from VAT.
We have also included a contingency element to our costings.
Phases 2 to 9 can be done as and when we have the funds and in whatever order we choose.
We could use local contractors for Phases 2 to 9.
